Bowdoin residents face a $16,700 increase to the total municipal budget and a $93,000 increase in the portion to be raised through taxes Saturday at Town Meeting.

The total appropriation requested is $1,012,891, said Carol Laverdiere, the town’s administrative secretary — a $16,704 increase from the 2012 budget.

The amount recommended by selectmen to be paid through taxation is $360,000, which Laverdiere said is an increase of $93,000 — largely because the proposed budget would spend much less in surplus funds.

The current tax rate is $12 per $1,000 of assessed value. The town won’t know what the 2013 tax rate is until budgets are finalized for Sagadahoc County and School Administrative District 75, in June.

The proposed budget for winter highways reflects a $20,000 increase from 2012, for a total of $300,000 to come from excise.

The town proposes to spend $60,000 for town expenses, $5,000 less than this year.

Article 45 asks to spend $8,000 from taxes in 2013 for hydrant rental from the Bowdoinham Water District; an increase of $300.

The warrant proposes no major capital expenditures.

Voters will be asked to consider spending $2,000 for the Bowdoin Historic Preservation Committee to complete foundation work on the town’s one-room schoolhouse. This money would come from taxation.

The Board of Selectmen seeks the OK from voters to extend the town’s 1986 waste handling agreement with Mid-Maine Waste Action Corporation until May 1, 2035. The town would be permitted to terminate the agreement upon one year’s prior written notice, at the end of a fiscal year.

Voters will also be asked to adopt a solid waste ordinance required by the waste handling agreement. The town has no record of it ever being adopted.

Voters may also adopt an ordinance exempting eligible active duty military personnel from vehicle excise tax, as allowed by a state statute enacted in 2011.

Bowdoin residents also will elect a selectman for a three year-term to replace outgoing Selectman Leroy Letourneau.

Two three-year terms and one two-year term on the Planning Board also need to be filled Saturday with the expiring terms of Robert Glassbrook, Doug Rollins and Lauren Leclerc, respectively.

Town Meeting will start at 9 a.m. at Bowdoin Central School.
