Robert Todd Morse will be a collaborative, thoughtful District 1 city councilor.
I have worked with Todd on land use policies to increase housing overall and, critically, affordable housing. In 2023, he successfully advocated for changes that brought Portland’s zoning into alignment with new state requirements for housing density and accessory dwelling units. Todd will be the champion we need for restoring Franklin to a complete street with housing, a larger Lincoln Park and better bike/pedestrian access, while maintaining vehicular capacity.
But Todd is not just an advocate. He serves on two city committees: CDBG Allocations and Zoning Board of Appeals. He understands how to get things done and is committed to hearing from constituents via regular coffee meetups.
Todd will bring a fresh forward-looking perspective and optimism to challenges affecting Portland’s future.
