Citizens frequently comment or complain to us about happenings in Saco governmental operations and affairs. The proverbial question is, “What’s going on with such and such; how did it come about?”
Saco Citizens for Sensible Government (SCSG) spends considerable time and resources. Having stated this fact, SCSG is frequently stonewalled to get at the essence of the various concerns voiced by citizens to us seeking an answer.
Our principal focus this spring was the budget. As chair of the SCSG, I spoke at the City Council meeting and workshops during March, April and May. I stated on behalf of our group in May, “that with selective adjustments to the budget it is possible to have a zero tax increase at a minimum.”
We believed a tax reduction was more important than a wish list of items from departments. The SCSG group knew a tax rate decrease could have become a reality.
The group spent considerable hours poring through the proposed budget materials, then offered numerous suggestions to modify the budget to the council as a whole and the city administrator. Written documentation was provided at the May 4, 2016, workshop. Again, SCSG’s suggestions were not given consideration.
Many requests to obtain a detailed report of collected and anticipated revenue were made to no avail. At this point in time, said requests have still not been honored. Our stated position is that revenue is being underreported or not recognized at all. So be it.
The annual audit will be forthcoming soon, and detailed revenue and expenditures will be identified. Speaking of the financial audit, it may be prudent to hire a new firm, since the current audit firm has been performing this function for many years.
A major issue of concern to the SCSG is the administration’s management of funds. The constant movement of money for non-approved programs and projects between and among various funds appears to go on unchecked.
We do feel that this practice is not in accordance with sound accounting practices, and needs to be stopped regardless of the merits for such action. These transactions should be brought before the City Council, publicly aired and approved or rejected.
We strongly recommend that more independent oversight needs to be given regarding public expenditures. It is time for an auditor or treasurer who reports directly to the council to be hired. We have advocated for this position for several years. This individual would provide the needed oversight the citizens of Saco deserve.

SCSG encourages all citizens to communicate with their city councilor. We believe it is imperative to contact their elected officials to seek and find out information about their concerns.
