The merit pay plan raises the salary of department heads over the next three years.”

From the Biddeford Daily Journal: “The people of Saco have been discussing the proposed new lighting system along Main Street since the proposition was made to the city council Monday night. Not only was the opinion generally favorable at the meeting, but along the street it is the same. This seems a question in which there are no party lines, as men of all parties and women who have an interest in civic things like the idea and will favor it if it can be swung through in a satisfactory manner.”
