ALFRED — York County Commissioners approved the hiring Wednesday of three people ”“ one of them for a short-term position ”“ but agreed to look at how they’ll handle part-time positions at their next session.

Approved to fill a full-time patrol deputy’s vacancy in the York County Sheriff’s Office is Dan Bean, who has been employed for some time at York County Jail, where he achieved the rank of captain.

Sheriff Bill King recommended the transfer. He said Bean is a fully certified law enforcement officer.

“It makes sense,” said King. “And it’s difficult to get good, qualified people.”

As well, another jail employee will be making a transition to a different county department. Corrections officer Emily Enger will transfer to the Registry of Deeds to fill a clerk position left vacant by the death of an employee. Register of Deeds Debra Anderson said Enger had worked at the registry for several months while on light duty.

“I was quite impressed with her,” said Anderson.

Commissioners approved both hirings.

Additionally, they agreed to hire Megan Arsenault for a short term, 25-hour-per-week position at the York County Emergency Management Agency to update a safety plan for an outside vendor.

But they also made clear they want to avoid a repeat of a situation that cropped up in a different case, where a part-time county worker was hired for a second part-time job and then sought benefits. That individual’s hours were reduced, because, the county has asserted, neither part-time position had benefits budgeted. One of the part-time jobs in that earlier case is a union position, and the union is seeking action on the situation.

County Manager Greg Zinser said the part-time job in this case was to be of a short duration, to do a specific task ”“ updating a safety plan. “This is a term arrangement,” said Zinser.

Commissioners agreed to the hiring.

Commissioner Marston Lovell of Saco suggested the board, at their next meeting, look at updating their policies to address the hiring of one individual for two part-time positions.
