BIDDEFORD — Taking a cue from TV home improvement shows that demonstrate the financial rewards gained by maximizing a building’s “curb appeal,” the city council at its Tuesday evening meeting discussed and then approved re-starting the city’s Façade Improvement Program.

Aimed at individual downtown business owners seeking to attract and retain customers by upgrading their presence on the street, the program would provide funds and guidance for those who want to invest in improvements that support and enhance Biddeford’s historic look and feel, according to the city’s description of the program. Examples of improvements include the repair or replacement of windows, doors, or siding, painting, adding awnings or upgrading signs.

The program is similar to a successful earlier effort that originally began in 2006. Since that time, according to information posted on the city’s website, 24 participants have benefited.

The new Façade Improvement Program stipulates that one business per building would be permitted to apply within a 90-day period, to allow as many businesses as possible an opportunity. After 90 days, other businesses in the same building that would like assistance would be eligible to apply. Applications are available through the city manager’s office. The program, which has been funded in the amount of $60,000, will be administered by the city’s Department of Economic & Community Development and the Heart of Biddeford, in partnership with the Historic Preservation Commission. Grants awarded are paid after the completion of projects.

At Tuesday’s meeting, council members requested they be provided with an ongoing list of approved applications, and what improvements were made as a result of the program.
