BIDDEFORD — One of two men being sought for questioning in connection with a double homicide that occurred in Biddeford on Sunday night has been arrested on unrelated charges. Another man, who police considered “armed and dangerous,” has contacted police and is expected to be questioned today.

Christopher Dube, 28, of Dover, New Hampshire, was arrested Tuesday evening, according to Maine State Police spokesman Steve McCausland, and was questioned. He is currently being held at York County Jail in Alfred awaiting arraignment. Dube was arrested on charges of probation revocation and forgery ”“ charges that are unrelated to the Biddeford shootings, said McCausland.

Also on Tuesday, Lance Palmer, 44, of Auburn, made contact with state police. No arrest warrant has been issued for him.

Neither man is considered a suspect in the murders, said McCausland, but were being sought because they may have information about the shooting deaths of Jeffrey Lude, 37, of Biddeford, and Russell Lavoie, 42, of Old Orchard Beach, which took place at an apartment building at 19 Western Ave. on Sunday evening.

“We think they have information essential to the case,” said McCausland Tuesday.

Both Dube and Palmer have criminal histories. Palmer has multiple convictions of assault, as well as a having been found guilty for criminal threatening with a dangerous weapon. Police said Tuesday that Palmer should be considered “armed and dangerous.” Dube has assault and disorderly conduct convictions on his record, among other charges.

In addition to the two men, police have found two other men and two women who were believed to have been in the apartment when the shootings took place but fled the scene, according to McCausland. All four will be interviewed.

Police have already conducted dozens of interviews with neighbors, friends and family of the victims, and those who lived in the three-unit apartment building where the shootings took place.

The Office of the State Medical Examiner, which conducted the autopsies of one victim on Monday and the second victim on Tuesday, is ruling multiple gunshot wounds as the cause of death for both Lude and Lavoie.

Police haven’t discussed a cause of the shootings.

At a press conference on Monday, Maine State Police Lt. Brian McDonough, head of the Major Crimes Division, said, “There is every indication that they didn’t shoot each other.”

“I don’t think this was a random thing,” he added, saying the victims “had a reason” for being in the apartment.

David Dunn, owner of the property at 19 Western Ave., said the tenant of the apartment where the shootings occurred, whose name has not been released, has lived in the building for a long time.

The tenant, he said, “got in with a bunch” of people who Dunn believes were involved with drugs.

“I do everything I can to prevent that,” said Dunn.

He said he thought he had removed the people causing problems from the building, but “they’re like cockroaches, they infest the place.”

In the past, he said, “That area has been a good area. I run a tight ship.”

“It’s a very regretful situation,” said Dunn.

McCausland said state police have been processing the scene since Sunday evening. He said the evidence collected will be analyzed at the state police crime lab in Augusta. No information has been released as to what was found in the apartment.

According to the Maine Criminal History Records, both of the two men being sought and the murder victims had criminal histories.

Palmer’s criminal history dates back to 1987. There are no recent convictions; in 2003, he was sentenced to 10 years in prison.

Palmer’s convictions include several counts of assault in 1987; criminal threatening, criminal trespass, and assault in 1988; assault in 1989; drug trafficking and several counts of assault in 1990; theft, criminal mischief and drug trafficking in 1991; violating conditions of release and assault in 1992; criminal trespass, theft, assault, criminal mischief and unsworn falsification in 1993; several counts of assault in 1994; disorderly conduct and theft in 1995; criminal threatening with a dangerous weapon in 1996; escape in 2000; and burglary, assault and aggravated assault in 2003.

Dube’s convictions include criminal mischief in 2004; assault and violating conditions of release in 2006; disorderly conduct for fighting and operating under the influence in 2008; violating conditions of release in 2009; several counts of theft, forgery, violating conditions of release and refusing to submit to detention in 2011; and burglary and forgery in 2012.

Lude was convicted of assault and criminal mischief, both took place in 1999; operating after habitual offender revocation in 2004; drug trafficking in 2004; violating conditions of release in 2011; and refusing to submit to detention in 2013.

Lavoie was convicted of criminal mischief and multiple counts of thefts and burglaries that took place in 1990; several charges of thefts and burglary in 2002; an assault charge in 2003; a terrorizing charge in 2004; operating under the influence in 2004; and drug trafficking in 2011.
