Topsham voters will consider endorsing an $8.47 million 2013-14 municipal budget Wednesday.


The proposed municipal budget is up $388,779 — or 4.8 percent — over the current year.


The town faces an estimated School Administrative District 75 budget share of $7.9 million and a $1.4 million share of the Sagadahoc County budget — increases of $388,790 and $39,959, respectively.


If all budgets are adopted as proposed, and the town receives approximately as much revenue sharing as this year and retains current valuation, residents could be see a property tax rise of 3.8 percent, from $16.21 to $16.83 of $1,000 assessed value.


The town has budgeted for a school resource officer position at Mt. Ararat High School, which it would share the cost of with SAD 75. Officials have included funds to replace a 20-yearold sweeper machine; and seek $10,000 for the Topsham Community Fund for the Androscoggin Bike Path project.


Voters will consider accepting Serenity Lane as a public road and consider ordinance amendments to clarify the Planning Board appeals process; amend the permit fee schedule; rezone property along U.S. Route 201 to allow limited commercial uses; clarify rules of parks and trails; and add commercial food processing facilities to the town’s list of regulated uses.
