The Planning Board approved two projects during its meeting Tuesday, one the first phase of a 47-lot subdivision and the other a medical office building, both of which should break ground shortly.

The board approved with conditions the final subdivision application for a 47-lot single-family subdivision named Mallett Woods, as well as its application for a stormwater permit, said Rod Melanson, the town’s assistant planner. There are some technical issues as a result of the stormwater permit review the applicant will need to address before the permit is signed.

The subdivision will be constructed in four phases, starting with 12 lots, said developer Dan Catlin of Mallett

Woods, LLC, and he expects to break ground within the next couple of days. The project will begin with construction of infrastructure to support the subdivision, including an access road from Park Drive that will be named Merrymeeting Way.

Catlin said Wednesday the homes will be roughly 1,400 to 2,000 square feet in size on 12,000 to 14,000 square-footlots, though some could exceed that size. All homes are expected to have full basements, Catlin said. While he is looking for a certain look and setting a certain standard, “we do have some flexibility on design,” he added. The first homes constructed will be located to the left of Merrymeeting Way, the new access road off Park Drive, Catlin said. He estimated home prices will range from about $250,000 to $299,000. While marketing is just getting under way, Catlin said he has already had several calls for people interested in the homes.

The Planning Board also approved, with conditions, a site plan application for an 11,525-square-foot building located off Governor’s Way and Community Way — just off the Route 196 Coastal Connector.

Matt Teare, the development manager for The Highlands, said the single-story building will be leased solely to Mid Coast Health Services. The plan is to break ground in June and have construction complete and the building ready by the first of the year in 2014. Teare noted there is room on site for another small office building should the interest arise.

“It’s a wonderful amenity for our residents if they happen to use those doctors or want to use those doctors, to have the convenience on the campus,” Teare said Wednesday. The office will be open to the public.

“We’re very excited to be working with Mid Coast,” Teare said.

Another phase of a bicycle trail project is being designed and will run right past the property where the medical office building will be located to the municipal building on Main Street, Teare said, and in cooperation with the town, “we’re integrating that trail into this building. You can ride your bike to the office building.”

Tenant identified in approved mall project

The Planning Board in March approved an amendment to a site plan approved in 2010, as proposed by Catlin to increase the footprint of a 6,000-square-foot retail building at 65 Topsham Fair Mall Road by 2,000 square feet. The 8,000-square-foot building will be located next to Town Fair Tire near the entrance road to Home Depot.

More than 14 months in the making, Catlin said Wednesday he has signed a deal with the national, publicly traded company Mattress Firm, founded in Houston, Texas, in 1986, for 4,000 square feet. He is close to finalizing deals with two other tenants who would lease 2,000 square feet each.

A building permit already in hand, Catlin expects site work for the new building to begin within a week to 10 days.
