On Monday, at City Council Chambers in Biddeford City Hall, City Clerk Carmen Morris begins a recount of the votes for the school budget validation referendum that took place on Thursday. Mayor Emeritus Joanne Twomey, who requested the recount, and resident Ron Peaker were seated beside Morris to witness the recount.
