The disjointed intersection of Route 302, Whites Bridge Road and Anglers Road is scheduled to be aligned by the Maine Department of Transportation in 2008 or 2009, according to Windham Economic Development Director Keith Luke.

The long delay before road work begins is due to the state agencies’ “mammoth schedule,” Luke said. He added that the project could happen sooner if a source outside the transportation department is found.

Whites Bridge Road and Anglers Road do not line up where they meet Route 302 on opposite sides. The plan the town of Windham approved will rebuild the first 40 feet of Anglers Road so that it aims straight at Whites Bridge Road, creating a four-way intersection.

A family of four lives in a white ranch-style house where the new tip of Anglers Road will be. Tony Vance, who owns the land in question, said the family rents the house at-will and only needs 30 days notice to move.

“They knew about it when they moved in,” Vance said.

The town is not purchasing the land from Vance, but has agreed to designate it as a “contract zone” where normal zoning rules and restrictions can be altered.

Luke said Vance, who is happy with the plan, will be able to “maintain the same development capacity” as before the road was built. For example, if an ordinance forbid him from building a structure 40 feet from the road normally, the contract zone may allow him to build 20 feet away.

Luke referred to the plan as “a win-win-win situation,” for motorists, Vance and the town.
