The Maine Commission on Governmental Ethics and Election Practices has fined the Maine Democratic Party $5,000 for filing a budget report late.

The Democratic Party had not included money in their July 25 budget report that they owed Bridge Communications of Connecticut for fliers sent out on behalf of legislative candidates Lynn Bromley and Walter Ash.

The Democrats were notified of the error on Aug. 3. They sent a budget amendment to the commission on Aug. 8, which is the date the commission considered the budget report filed. The commission announced the fine at its Aug. 23 meeting.

Arden Manning of the Maine Democrats said it was a clerical error. The fine will not be contested.

The commission also reviewed a complaint filed by Anne Jenness against Cape Elizabeth Town Councilor Michael Mowles.

Jenness accused Mowles of bribing her to run as a Green Party candidate in exchange for refinancing her house through a new government program. Jenness attended the commission’s meeting on Aug. 23.

Jonathon Wayne, executive director for the commission, said the commission deals with the financial side of campaigning and the issue was out of its jurisdiction. The commission suggested Jenness send a written complaint to the state attorney general. Jenness said she would do that.
