In a booklet published in 1976, Dick Libby, Windham’s fire chief at the time, reported that the fire department had 80 volunteers, 20 volunteer rescue members, 4 pumper engines, 3 tank trucks, 2 utility trucks and one rescue unit. The article was accompanied by these two photographs – one at Androscoggin Pulp Mill in 1918 when Will Jordan was the fire chief. The other was a “new” truck in 1976.
