As expected, an independent, third-party review of the Scarborough High School construction and renovation project was conducted on Thursday. Town officials believe a report may be ready as early as mid-August.

The $25,000 review was done at the request of Code Enforcement Officer Carroll Shepard, who has said he did not have the necessary technical knowledge to determine if certain project areas meet building codes.

Po-Shang Chen and Christian D’Annunzio, of C and C Consulting, of Boston, conducted the review. Also attending the walk through of the building was Norm Justice, the owner’s representative, along with members of the construction team.

According to Justice, the review took about 90 minutes and included areas that are currently under construction and some areas that have already been turned over to the school district.

Specific areas that were reviewed were the lower gym locker room area, which included the columns and anchor bolt issues that were located there.

Other areas that were reviewed included the foundation, exposed columns in the classroom addition, and dry wall cracks.

There was some discussion regarding the possibility of mold inside the building, but Shepard seemed satisfied with how it was handled, Justice said.

There have been many issues raised regarding the school construction project, but many of them seemed to have been answered by the construction team. During the spring both the Town Council and Board of Education decided not to proceed with hiring an outside engineer to inspect the entire building, at an estimated cost of $20,000.

The request for this review came from the Code Enforcement Office, which has the ability to hire outside help as needed to evaluate projects.
