The incident came as Russia launched its third massive missile attack on Ukraine in the past four days, and the second to target the capital of Kyiv.

Russia fired off more than 60 exploding drones and 90 missiles in what Ukrainian officials described as the most brutal attack against its energy infrastructure since the full-scale war began in early 2022.

There is also a growing awareness that the EU must provide for its own security, with election campaigning in the U.S. raising questions about Washington’s commitment to its allies.

Ukraine had virtually no domestic weapons industry when Russia invaded and the country is quickly ramping up production but lack of money and a shortage of gunpowder pose challenges.
