Luminaries light up the night in Scarborough Dec. 16

The third annual luminary night fundraiser held by the Windward Heights neighborhood, the Leighton Farms neighborhood, and the Abigail Way neighborhood took place Dec. 16, according to resident Stacey Woidt. Portland Water District Trustees approve combined $108.7 million operating and capital budget for 2024
