Donna Pitcher says medical officials rejected the idea of having 18-year-old Dylan Collins committed, just weeks before the fatal fire he is accused of setting.

Authorities tried to keep secret the new accusation against Dylan Collins, who already faced counts of arson and murder in the deaths of two men in September.

The suspect told the recipient in England how to use the poison, and sent him a second batch when the first one didn’t kill him, says an investigative summary.

Police say Sidney P. Kilmartin sent the poison in 2012 to a man in England. It’s unclear whether the defendant knew what the recipient planned to do with it.
