TOPSHAM — The Town of Topsham has decreased its tax rate from $19.15 per $1,000 of assessed value to $17.86 per $1,000 of assessed value. The planning board approved solar farm projects Tuesday for 449 Augusta Road and another at 357 Middlesex Road, the first approved projects since townspeople adopted new rules to regualte them in July.

The attorney for Aroma Joe’s, which proposed a 5,000-square-foot coffee shop, commercial tenants and upstairs apartments at the corner of Route 196 and Main Street, told Topsham planners Tuesday that after 11 months of making changes and increasing project costs to satisfy the town, “enough is enough.”
