The town council will conduct their initial review Tuesday of a shooting range ordinance as well as medical marijuana definitions that would be added to current zoning if adopted.

The planning board held a public hearing Aug. 11 on the draft shooting range ordinance before voting to adopt it, and the council Tuesday will conduct its first reading.

A shooting range facility in the draft ordinance is defined as “a public or private facility, including individual shooting ranges, safety fans or shortfall zones, structures, parking areas and other associated improvements, designed for the purpose of providing a place for the discharge of various types of firearms; provided, however, that a shooting range facility shall not include target practice areas on private property.”

Proposed performance standards give all shooting range facilities one year to come into compliance with the ordinance, which requires the facilities be designed to contain all bullets, shot and any other debris. There is also a noise limitation when the facility property is within 1,000 feet of an existing occupied dwelling.

The owner or lessee would undergo a criminal background check after submitting an application, and there are several operation requirements contained in the proposed ordinance. The proposed hours of operation are between 9 a.m. an sunset Monday through Sunday; and noon to sunset on Sunday.

The facilities must carry liability insurance providing at least $2 million in coverage and provide the town a best management practices plan.

All new shooting range facilities would be subject to tier 2 site plan review by the town.

The council will also hold a public hearing on a special entertainment permit for the Left Hand Club and vote on the permit and a liquor license for the establishment.

The council will also consider annual approval of the residential tax club policy, an order of payment of taxes, voting credentials for the Maine Municipal Association annual business meeting, and a school capital reserve request from the school department.

The council meeting starts at 7 p.m. at the town office.
