AUGUSTA — The Maine Department of Transportation has released its fifth-annual three-year work plan with the intent of improving the state’s roads, bridges and transportation infrastructure.

“Our role at the Maine Department of Transportation … is to plan, build, maintain and operate a state transportation system that will meet the basic transportation needs of our customers, while at the same time supporting economic prosperity and contributing to enhancing the quality of life in Maine,” David Bernhardt, commissioner of the MDOT wrote in a Jan. 3 letter attached to the work plan.

According to the MDOT, the work plan includes more than $2.3 billion worth of construction and maintenance. There are 632 capital projects scheduled to take place statewide in 2017 at a cost of $537 million, including updates to highways and bridges, public transit, passenger and freight railroad and ports and other marine facilities.

A number of projects are slated to take place in several York County communities, Democratic Sen. Susan Deschambault of Biddeford announced Wednesday.

Deschambault outlined how the plan will affect the communities in her district — Senate District 32 — which encompasses the communities of Alfred, Arundel, Biddeford, Dayton, Kennebunkport and Lyman.

Among the projects are repairs to bridges in Arundel, Lyman and Kennebunkfile://localhost/Volumes/NEWSROOM/%20%20%20PHOTOS/%20e.friday/JTMW0106.jpgport; paving in areas of Arundel, Dayton, Kennebunk and Kennebunkport, Lyman and Biddeford; maintenance including catch basin work and tree removal in Lyman and Alfred; and improvements to Rumery’s Boat Yard in Biddeford and expansion of Government Wharf Pier in Kennebunkport.

“Mainers depend on safe, reliable transportation infrastructure for all parts of their lives — to get to work or school, to conduct business, to travel,” said Deschambault, who made a point of addressing infrastructure improvements in her campaign trail. “I’m glad to see this work planned for the coming years and I will work to ensure continued investments in this vital infrastructure.”

On Thursday, Democratic Sen. Justin Chenette of Saco announced planned MDOT capital improvements for the communities within Senate District 31, which includes Saco, Old Orchard Beach, Hollis, Limington, and part of Buxton. 

“Our area is poised to be the recipient of a number of important transportation related projects,” Chenette said. “The public must have access to safe roads, bridges, and railways not just for ourselves, but for the foundation of future economic growth.”

Among the projects for that district include several road improvements in Hollis, Old Orchard Beach and the reconstruction of a rail spur serving the Saco Industrial Park in Saco. 

Below is a breakdown of capital improvements to infrastructure planned for Senate Districts 31 and 32 and surrounding areas in 2017:

Bridge Work

  • Work on the railroad crossing bridge over B&M Railroad on U.S. Route 1 in Arundel
  • Work on Lords Bridge on Ocean Avenue over the Kennebunk River in Kennebunkport
  • Work on Bartlett Bridge on Route 4 over Bartlett Stream in Lyman
  • Work on the Bradbury Bridge over North Branch Cooks Bridge in Hollis, located .03 miles west of Route 35

Highway Light Capital Paving

  • Paving in the Hollis area on Route 4A, Route 9, Saco Street, Stroudwater Street, Route 22; Route 4 and Route 5 in Arundel, Buxton, Dayton, Gorham, Hollis, Kennebunk, Kennebunkport, Lyman, Scarborough and Westbrook
  • Paving on sections of the following roads in the Hollis and Limington areas: Route 4A, Route 9, Saco Street, Stroudwater Street, Route 22, Route 4 and Route 35
  • Paving on sections of the following roads in the Hollis and Limington areas: Route 107, Route 11, Plains Road, Route 114, South Hiram Road, Route 160 and Route 117

Highway Preservation Paving

  • Work on .85 miles of Precourt Street in Biddeford
  • Work beginning at Imperial Street in Old Orchard Beach and extending north 1.19 miles to Ross Road
  • Work beginning at Route 9 in Old Orchard Beach and extending north .2 miles to Route 98

Highway Rehabilitation

  • Work beginning at Route 25 and extending north 5.74 miles in Limington and Standish
  • Work beginning at Route 117 and extending north 5.74 miles to Route 11 in Limington and Standish

Highway Safety and Spot Improvements

  • Work on 0.98 miles of Route 111 in Alfred and Lyman
  • Work on one mile of Route 111 in Arundel and Lyman
  • Work on the intersection of Main, Adams and Lincoln Streets in Biddeford
  • Work on the intersection of Route 35, Route 5, Goodwins Mills Road and Hight Road in Dayton
  • Work at the intersection of Broadturn Road and Route 22 in Buxton

Maintenance

  • Shim paving the intersection of routes 202 and 224 in Sanford, and north 0.8 miles into Alfred
  • Ditching and catch basin work on 0.6 miles of Route 4 in Alfred
  • Clearing trees and brush on 4.3 miles of Route 202 in Alfred
  • Clearing trees on five miles of Route 35 in Dayton and Lyman
  • Ditching and replacing culverts in preparation of Light Capital Paving (LCP) beginning at the intersection of the Portland Road in Buxton and extending east 2.3 miles to the Scarborough urban compact line
  • Removing and replacing the curb and rail, widening the bridge deck, realigning the approach guardrail and sealing the concrete on Haines Meadow Bridge in Buxton, which carries Route 112 over Haynes Meadow Brook
  • Ditching in preparation of LCP, beginning at the Saco-Buxton town line and extending north 2.15 miles to the junction of Route 202
  • Replacing the headers and seals, adding concrete end posts and grinding then paving the approaches of the West Buxton Bridge, which carries Buxton Road over the Saco River at the Buxton-Hollis town line
  • Ditching and culvert replacement in preparation of the Biddeford Area LCP project, beginning at the intersection of Route 4 and extending north 2.15 miles to the Hollis-Buxton town line
  • Rehabilitating wing walls, curb and fascia, adding new bridge rail and posts, and installing new wearing surface and sealing concrete with silane on the Creek Bridge in Limington, which carries Route 117 over Barnel Brook
  • Producing, hauling and providing additional support activities for the placement of plant mix recycled asphalt pavement beginning .1 miles north of Shaving Hill Road in Limington and extending north 5.74 miles

Marine

  • New floats, including moorings, power pedestals, water, a pump out facility and restrooms with showers and laundry at Rumery’s Boat Yard in Biddeford
  • Replacement and expansion of Government Wharf Pier in Kennebunkport, including pilings, a fender pile, decking and bait building

Rail 

  • Reconstruction of a rail spur serving the Saco Industrial Park in Saco
  • Work on Casco Bay Transportation in Saco

Other

  • Work at the intersection of Route 98 and Ross Road in Old Orchard Beach
  • Maine Turnpike Authority and MDOT scoping evaluation of existing traffic conditions and deficiencies at the Route 112 Interchange in Saco, with particular attention to U.S. Route 1, Route 112, I-195, Broadturn Road, Flag Pond Road and Haigis Parkway
