The City Council will take its first vote Monday on Stroudwater Place, the state’s largest retail development proposed for Westbrook.

A public hearing is scheduled to begin at 7 p.m. in Room 114 at Westbrook High School, which will be followed by two votes – one to approve changes to the city’s comprehensive plan and the other to approve a contract zone proposed by developer Jason Snyder.

In order for the project to move on to a site plan review in front of the Planning Board, it will have to pass both this and a second round of voting by the City Council. However, if the Council votes down the changes Monday, the project will no longer be up for consideration in the city.

The 1.6-million-square-foot, $300 million development on Stroudwater Street was first proposed in February and has already been through a review by the Planning Board, which recommended the City Council make the necessary changes to the comprehensive plan and approve the proposed contract zone.

The City Council held a workshop on the project last week, where councilors asked many questions of both City Hall staff and the development team, most of which were left unanswered.

Issues the Council has discussed, but has yet to make any decisions on, include how much open space will be required for the project, what traffic studies need to be completed before moving forward and what environmental standards will be set for the development.
