WESTBROOK – The Westbrook Planning Board learned Tuesday about the final site plans for a 46-unit condominium complex at the former site of Prides Corner Elementary School, and scheduled a public hearing for Tuesday, Sept. 17, so that residents can have their say.
Some of the changes outlined by Shawn Frank, a civil engineer from Sebago Technics, include the reconfiguration of a man-made pond on the property, as well as a variety of landscaping and pedestrian lighting.
The changes came in response to a site walk hosted by the Planning Board in June, where some 25 residents and neighbors of the former school toured the site with Frank and developer Vincent Maietta.
The school, which has stood since the 1950s, suffered from mold and other issues, and was closed as part of the Westbrook School Department’s restructuring in 2012. Developers announced they will be razing the school to make way for the 23 duplex buildings.
Frank said Tuesday that one of the major issues in creating the plan was storm-water management. Originally, Frank had designed a small loop road on the school side of the property, with a man-made pond to double as storm-water runoff, as well as provide a “park setting.”
Frank said that plan “just didn’t work out,” due to Maine Department of Environmental Protection standards, as well as a lack of space, and the plan was changed.
“It wouldn’t have been the feature I wanted it to be when I started the whole design,” he said. “Unfortunately, I just don’t have a lot of room to play with here.”
The parcel, on 375 Pride St., is roughly 10 acres. The amended plan calls for a cul-de-sac in the loop road’s place, and a smaller pond closer to the main access road, which will still allow for runoff from a series of catch basins.
Planning Board member Rene Daniel said during the meeting that the project should “retain something” from the former school, as a reminder of what the property once was. The idea was first brought up during the site walk in June.
Frank said they thought of building a plaque in a visible location that commemorates the former school.
“Anything to remember that it was a school site, because many children went through there, many parents volunteered there, and a lot of professional staff put in a lot of sweat and tears,” Daniel said.
The public hearing on the site plan is in Room 114 of Westbrook High School at 7 p.m.
Also on Tuesday, the Planning Board voted 6-1 in favor of a zoning amendment to create what’s known as an “overlay” zone in the city’s Gateway Commercial District zoning. Directed toward auto dealerships, the overlay zone allows dealerships in the Gateway where they currently exist, which will allow the city’s multitude of dealerships to expand on their current land.
The move came in response to a request from the city to amend the city’s zoning in the Gateway, where dealerships are not an authorized use, although there are a number. Some city councilors were concerned that a 45-acre parcel between Stroudwater Street and the Westbrook Arterial, which was recently rezoned to Gateway Commercial, could be developed into a car dealership in the future.
