Windham residents will get a chance to shift the date of the annual municipal elections after the Town Council voted Tuesday to place the question on the November ballot.

Following a request put forth in a citizen petition, voters will be asked Nov. 4 if they want to amend the town charter to move the election of councilors, school committee members and the town clerk from the June primary election to the state and federal election in November.

At a public hearing Tuesday, resident Michael Shaughnessy, who helped spearhead the petition drive, said even the least compelling November election draws more voters than a heated June vote. The vote should be configured so that as many residents as possible decide who fills the municipal positions, he said.

“In my mind, the more people that vote in a democracy, the better,” Shaughnessy said.

Resident Mike Mack said a few thousand people tend to vote in Windham during the November elections, while only 500 or so make it to the polls in June.

“Which is a more accurate depiction of what people want?” he said.

If successful, the proposal would not change the date of the annual town meeting, only the election of the municipal officers. If the reorganization plan for Windham and Raymond schools, also on the November ballot, is successful, a new combined school committee would be formed separate from the municipalities. That committee would then decide when to hold elections for their board members.
