
SCARBOROUGH — The Scarborough Planning Board on Oct. 11 approved a project to create three 15-unit apartment buildings and one garage building in the Town Center Residential Center district of The Downs. The buildings would include one- and two- bedroom units. The site plan review was requested by Crossroads Holdings, LLC.
The Downs is a 524-acre mixed-use community which includes residential, commercial, and industrial uses. The community is located in the heart of Scarborough. On Oct. 6, the Scarborough Town Council voted 5-2 to amend the growth management ordinance, which gave The Downs developers enough residential building permits for further construction.
The apartment project has been approved with several conditions, such as paying traffic impact and recreation fees, providing the town with a stormwater maintenance agreement, acquiring formal Portland Water District and Scarborough Sanitary District approvals, formalizing addresses of buildings, and more. The proposal will also include off-street parking, landscaping provisions, and pedestrian amenities.
