In the last couple of months, the evaluation of MaineCare reimbursement rates has proposed that independent practitioners providing mental health and substance use counseling be reimbursed at the same rate as a mental health agency. I strongly support this change. At the present time an independent practitioner is reimbursed approximately $14 per unit versus a mental health agency that is reimbursed $22 per unit for the same service. I support this change because:

• It is fair. Those providing the same service should be reimbursed the same rate.

• Maine values support independent practitioners, independent contractors, clammers, wormers, lobster men. Maine values support independence not agencies.

• This change will result in more independent practitioners accepting MaineCare. The state has been facing an opioid epidemic that continues to grow. The COVID-19 isolation has increased mental health difficulties. Finding a provider who will treat these issues and accepts Maine care results in long waiting lists. This change can alleviate and shorten wait lists.

Supporting this change is common sense and is what Maine is about: independence and community.
