SACO — Two former Saco Parks and Recreation Department employees have been charged with criminal invasion of computer privacy.

Deputy Police Chief Jack Clements said in an email that Joe Hirsch and Kevin Lombard were summonsed on Nov. 1 and charged with criminal invasion of computer privacy, a class D misdemeanor.

State law defines criminal invasion of computer privacy as “intentionally accesses any computer resource knowing that the person is not authorized to do so.”

Class D crimes are punishable by up to a year in jail and a $2,000 fine. 

The two men are scheduled to appear at Biddeford District Court on Jan. 17, according to Clements.

Hirsh served as the director of the Recreation Department and Lombard served as the recreation program director at Saco Parks and Recreation Department.

The two are no longer listed on the city’s web page. On Oct. 19, City Administrator Kevin Sutherland sent a memorandum that two city employees had left the Parks and Recreation Department due to a breach of city policies. The situation did not involve programming, children, or the care of children in any way, said Sutherland in the letter. 

Sutherland declined to comment on the matter in an email, stating that it was the city’s policy not to discuss personnel matters.
