PORTLAND — Councilor Justin Costa won a second term to serve in District 4 on Tuesday.

Costa defeated Kim Rich, who was making her first run for public office 2,700 to 1,277.

District 4 covers north and west of Back Cove to Stevens and Allen avenues.
