The Harpswell selectboard on Thursday continued to make adjustments to the town warrant in advance of the March 11 Town Meeting.

One proposed ordinance would allow the town to employ full-time firefighters to assist Harpswell’s three volunteer firefighting associations. The selectboard also added an article to the warrant recommended by the Water Tower Task Force to further explore installing communications equipment on the Mitchell Field water tower.

Selectman Elinor Multer stated that she would like the selectboard to work with the code enforcement officer and town administrator to ensure commercial signs in the town conform to Harpswell’s sign ordinance.

“I’m looking for approaches that will facilitate living within the ordinance’s standards, not for any sort of punishment approach or anything of that kind. Simply working with the (owners or responsible parties) so that all our signs will come to conform with the ordinance,” said Multer.

Town Administrator Kristi Eiane also informed the selectboard that Curtis Memorial Library in Brunswick had approached the town about bringing a pop-up library to Harpswell.

“Basically, they’ll sort of pack up some books and they’ll bring them to Harpswell,” said Eiane.

The pop-up library would likely take the shape of Curtis Memorial Library staffers taking over conference room space for a few hours each week. One idea would be to bring books from their bestseller express program, which allows users to check out books on the bestseller list for one week. Over time, the administrators of that program may adjust what books they bring to Harpswell based on demand, said Eiana, and residents would be able to return books at the pop-up library instead of driving all the way to Brunswick.

“I think we’re going to see how things work and they’ll adjust,” said Eiane. “I think they’ll probably make modifications over time depending upon the interest and the reader interests of those who come.”

Harpswell residents will vote on approving appropriations for Curtis Memorial Library at the Town Meeting on March 11. It will be the only article to be voted on via secret ballot. Absentee ballots are available at the town office.

The selectboard voted to hold a public hearing at 6:30 p.m. on March 2 on posting the roads. The town also announced that it would increase the non-resident recreational shellfish license fee from $30 to $40 in accordance with the shellfish ordinance.
