CHARLOTTE, N.C. — Concussed quarterback Cam Newton and three other Carolina Panthers starters have been have been ruled out for Monday night’s game against the Tampa Bay Buccaneers.

The league’s MVP hasn’t practiced since taking a helmet-to-helmet hit in Sunday’s 48-33 loss to the Atlanta Falcons.

Derek Anderson will start for Carolina in Newton’s place.

Panthers Coach Ron Rivera described Newton as “antsy,” adding that “he can’t help himself.”

This is only the third game Newton has missed since joining the Panthers as the No. 1 pick in 2011.

“We’re going to do what we do, play who we play,” Rivera said after Saturday’s practice. “We’ve done this before. It’s that next-man-up mentality.”

Anderson is 2-0 as Newton’s replacement since joining the Panthers in 2011, with both wins coming against Tampa Bay in 2014. Anderson threw two TD passes and had two turnovers in relief of Newton last week against the Falcons.

“You know D.A. is going to get it out quick, quicker probably than Cam,” wide receiver Kelvin Benjamin said. “We’re going to have to be fast on our routes.”

49ers: The team and Colin Kaepernick are discussing a restructured deal that would allow the quarterback to get on the field this season without a hefty injury guarantee looming over the franchise, multiple sources said this week.

The NFL Network reported Friday the two sides were “closing in” on the deal, although it has not been signed or even reviewed yet by Kaepernick’s agents.

As it stands now, a serious injury for Kaepernick would trigger a $14.5 million guarantee for next season, which might make the 49ers hesitant to make him their full-time starter. A new deal would decrease that injury risk and also allow Kaepernick, who asked for a trade in February, to exit the 49ers after the current season.

Kaepernick has been Blaine Gabbert’s backup through the first five games this season. Chip Kelly has said Kaepernick will not overtake Gabbert for the starting job until Kaepernick is closer to his 2013 form. Surgeries on his shoulder, knee and thumb prevented him from working out until June, and Kaepernick is still regaining the weight he lost when he was unable to train.

Cowboys: Dallas activated defensive end DeMarcus Lawrence for Sunday’s game against Cincinnati, setting up his season debut after a four-game suspension for violating the NFL’s substance-abuse policy.

Cardinals: Arizona guard Evan Mathis will miss the rest of the season because of an ankle injury.

The Cardinals placed Mathis on injured reserve Saturday, two days after he was hurt in a 33-21 victory at San Francisco. He was playing through foot and toe injuries.

Rams: Los Angeles cut cornerback Coty Sensabaugh just four games into his three-year contract.

Sensabaugh joined the Rams in March with a free-agent deal potentially worth nearly $15 million, rising to $19 million if he met incentives. He is making $4.5 million in guarantees this season.

Sensabaugh started the Rams’ first two games, but he lost playing time to Troy Hill, who started the last two. E.J. Gaines, a 2014 starting cornerback for the Rams, also returned from injury last week.
