WELLS — In a decision that could affect a proposed public safety building, voters will consider an article during the annual Town Meeting in June to relax height restrictions on town buildings.

The article calls for raising the maximum height of all municipal and school buildings within the general business district from 34 to 54 feet to match the height of Wells Junior High School on Route 1, said Town Manager John Carter.

By approving the height increase, there would be more room to design and build the public safety building on the site of the current fire station, 1563-B Post Road.

The facility, which would combine the police and fire stations into one building, would be funded by 20-year bonds, Carter said. The current fire and police buildings would be demolished.

If June’s article is approved, the new building will measure 50,000 square feet and provide more space for facilities, HVAC and other systems, Carter said. If it doesn’t pass, the facility could still be built – if approved by voters in November – but there would be less space available.

According to proponents, the town has needed a new public safety facility for years, as the police and fire stations do not meet state and federal standards.

The police station also lacks office space for equipment, private statements and interviews, while the cramped fire station lacks space around vehicles and for equipment, proponents say .“The police station is antiquated, and the building cannot be renovated,” Carter said.

The process that led to the proposal to build a public safety facility began in 2012, when a site selection committee was formed to consider cost-effective options, according to the town’s website.

In 2014, Wells voters approved land purchases to support a combined police and fire station. Last year, a Wells Public Safety Facilities Report was prepared.

Also part of the project is a proposal to consolidate two fire substations on Route 109 and Branch Road (9A) into one modern facility to be located on 14 acres on Route 109 and Meetinghouse Road.

A warrant article to purchase a small parcel of land next to the proposed site of the consolidated fire substation will also go before voters at the Town Meeting. The owner of the half-acre parcel is willing to sell it for $35,000, which will round off the town parcel, according to the warrant article.

A majority vote is required for passage of both articles.

Total cost of the overall project – including the public safety building and the consolidated fire substation – is $19.1 million, Carter said.

If approved, the project will be built in phases, without a set completion date, he said.

The Town Meeting, which is a ballot vote, is scheduled to run from 8 a.m. to 8 p.m. June 14 at Wells Junior High School, 1470 Post Road.
