One of those arrested is a convicted drug dealer from New York City, according to Stephen McCausland, spokesman for the Maine Department of Public Safety.

Agents have been investigating drug dealing from the building for about a month, including making undercover purchases.

Police arrested the following people on charges of aggravated trafficking in crack cocaine and heroin:

• Terrell Owens, 43, of Brooklyn, New York.

• Jason McLaughlin, 34, of 26 Spring St.

Owens has an extensive criminal record in New York, including drug-trafficking arrests, McCausland said.

Police also charged David Carr, 23, of Bangor with possession of crack cocaine and violating bail conditions. Another woman was also arrested on a warrant for failing to pay fines.

Police seized 90 grams of crack cocaine and 20 grams of heroin, worth about $16,000, McCausland said.
