Restaurant proposed in Cape

A public hearing is scheduled for Tuesday, May 19, during the Cape Elizabeth Planning Board meeting on a proposal to add a 30-seat restaurant inside one of the seven existing buildings on the Cape Co-op property on Ocean House Road.

Property owner Nick Tammaro, who runs Tammaro Landscaping and Property Service on the site, and co-applicant Jennifer Feeney, representing the proposed restaurant, The Summer Oven, are requesting a site plan review of the property located at 539-541 Ocean House Road.

The buildings are located in the Business A district, and are considered “village retail.” Because Tammaro and Feeney are proposing a change in use from solely retail to retail/restaurant in Building No. 4, among other changes, the Planning Board is requiring a site plan review.

They also plan to close one of two site entrances off Ocean House Road and convert a majority of the pavement in front of the building into lawn space. A couple of the smaller buildings on the property would be torn down as well, said Town Planner Maureen O’Meara. In addition, a pedestrian path would run along the property on Ocean House Road, “which is consistent with the town’s goal to make this a pedestrian-friendly neighborhood business district,” O’Meara said.

“There is almost no new construction at all,” said O’Meara, of the project. She described it, instead, as an older site “that maybe could use some TLC.”

The newest site plan, to be discussed May 19, is an update from a previous proposal presented to the Planning Board in 2014. Nick Tammaro said neither he nor Feeney would comment on the project until after the May 19 hearing.

According to O’Meara, the previous application was deemed incomplete last year.

“The challenge for Ms. Feeney is that she is trying to hit the summer crowd,” O’Meara said.

The Summer Oven, she said, would be similar to The Flatbread Co. in Portland. The proposal is to turn about two-thirds of an existing retail building into a 30-seat restaurant where the focus will be flatbread-style pizza.

“The biggest building, closest to the road is currently a mix of retail uses. In order to go from a less intensive use to a more intensive use, you have to come back for site plan review,” O’Meara said. “It’s really an overhaul of the site, to update it, make it function better. We are excited about it. It’s really going to dress up that site.”
