Oak Point Associates, a Biddeford architectural, engineering and design firm, has won a $10 million Navy contract to design and engineer improvements to the Portsmouth Naval Shipyard in Kittery and at other Navy facilities on the East Coast.

Oak Point, which specializes in military, municipal and school projects, signed the Navy contract Wednesday, said company Marketing Director Devon Tillotson. The contract involves several design projects, the first of which is an $800,000 project to repair and improve three buildings at the Kittery yard.

Oak Point Contract Manager Peter S. Dunn said the shipyard project involves increasing energy and operational efficiency on the three former barracks buildings, known as M1, M2 and M3, which have been converted into office space.

The company will design a number of improvements, including exterior and mechanical systems repairs, electrical service improvements, and new roofing, windows, doors and insulation, Dunn said.

“They’re old buildings and (are) energy-inefficient,” he said.

Oak Point also will reconfigure the buildings’ interiors to improve the efficiency of operations, such as making it easier for various teams to work together, Dunn said.

The design work is due by Jan. 12, he said, and that the firm’s designers already have begun.

“I’ve already got folks working on the preliminaries,” Dunn said.

Once the design work is completed, the Navy will solicit bids for the construction, he said.

U.S. Rep. Chellie Pingree, a Democrat, issued a statement Thursday in response to news of the Oak Point contract.

“The design and engineering work that Oak Point is going to do for Portsmouth will improve a number of buildings at the yard and make them more energy-efficient,” she said. “That helps keep the yard competitive and supports good-paying, local jobs at the same time.”

The contract will last three years, with the option of extending it for up to two additional years, Tillotson said. It will include future projects planned for Navy industrial facilities throughout the Mid-Atlantic.

Oak Point has a long history of performing design work for the Navy that stretches back more than 30 years, she said.

The privately held company, which has offices in Biddeford and Portsmouth, New Hampshire, has 77 employees and generated revenue of $10.2 million in 2013.
