SCARBOROUGH – The Scarborough Planning Board got its first look Monday at a proposed affordable senior housing project, which would consist of 36, one-bedroom apartments in a three-story building on Griffin Road.

Risbara Bros. Construction is behind the project, which was initially proposed as a family, market-rate development. In the materials submitted to the Planning Board this week, the company said its new plan would “greatly reduce the neighborhood impact.”

The 3-acre property is located in Scarborough’s Town and Village Center District, and under the proposal much of the woodlands and open fields would remain. In addition, Risbara Bros. said it would provide fencing and plantings to supplement the natural buffers.

Griffin Road, which has access off Route 1, is a private way and was originally laid out in the plan for the Dunscroft Park subdivision in 1949.

Risbara Bros. said its plan is for each apartment to be 750 square feet in size or less. The units would be rented to those 55 and older who would have to meet certain income requirements to qualify for residency.

The project plans also call for 37 parking spots and for the grounds to include raised garden beds for each unit. Jay Chace, Scarborough’s senior planner, said the project was not ready for a final vote on Monday, but he expects it to come back to the board for approval on June 23.

In other action, the Planning Board also reviewed a proposal for a new 13-lot subdivision off Highland Avenue, which would also be built by Risbara Bros. Rocco Risbara said Monday the goal would be for the homes to sell for around $300,000 or less.
