Just what is “exemplary”? Is it the planning of the ambush, or the actions of the police officer?

The headline could be read by a wanna-be criminal as one way to plan a perfect ambush, i.e., plant yourself with a gun in an elevated position to have an overwhelming advantage over the police.

Just what the police need – instructions for criminals on how to “efficiently” kill police responding to a call. “Exemplary,” indeed.
