The towns of Gorham and Windham are poised to partner in a new regionalization venture.
Without discussion, the Gorham Town Council unanimously (John Pressey absent) approved an agreement Tuesday with the town of Windham to provide Gorham’s general assistance administrative services.
Windham Family Resource Center was designated as a district general assistance office.
“The annual cost will be $13,520,” Gorham Town Manager David Cole said on Wednesday. “We will save about the same amount in wages, so for Gorham it will be about a break-even prospect, but it will allow staff to focus on other work and be more productive.”
Jennifer Elliott, who was sworn in as Gorham’s acting town clerk on Tuesday, has been handling the town’s general assistance duties as deputy town clerk.
Combining general assistance services hinges on Windham Town Council approval.
“It was something that was contemplated in the budget I proposed and the council (and voters) ultimately approved, but the final agreement has not yet been acted on by Windham’s council,” Windham Town Manager Tony Plante said on Wednesday. “We expect that to happen fairly soon and, assuming it’s approved, that we would finalize a date for service to begin after that.”
Gorham and Windham share firefighting equipment and the South Windham Fire Station.
In regionalization projects with other neighboring towns, Gorham also shares fire stations with Standish and Scarborough, in addition to handling ambulance billing for Westbrook.
