I understand why at least one town councilor reacted to the recent killing of a plover chick by recommending that dogs be leased on the beach at all times. However, there are a few issues I would like the town to consider before settling on that option alone.

First, I do not agree that all dog owners should be liable for the careless and negligent acts of one person. I walk the beach each day and have observed that most dog owners are far more considerate and respectful of others than they have been in the past. In fact, just before this incident occurred, I mentioned to friends that I thought that people (with and without dogs) were much more aware and respectful of the nesting habitat than ever. The signs and educational outreach by the Audubon Society have made a difference.

Second, there are dog ordinances already on the books that need enforcement. I never see or hear of any dog owners who have been cited for unleashed animals. When the current rules were put into effect, we did see officers on the beach. It has been quite a few years since I have seen the dog warden on the beach.

Third, the person whose dog killed the plover was on the beach after hours and with an unleashed animal. He or she is the one who should be bearing the brunt of his or her actions and the fines that the federal government imposes.
