LISBON — The Town Council will hear public comment today on both a proposed fireworks ordinance and the 2012-13 capital improvement budget.

The public hearings will be held near the start of the council’s 7 p.m. meeting at the town office. A third public hearing will be held regarding renewal of a special entertainment permit for Sandra Harkins, doing business as Railroad Restaurant and Pub, located at 695 Lisbon Road.

Following the public hearing, the council is scheduled to consider action on the second reading of the draft fireworks ordinance, which would regulate the sale and use of consumer fireworks relative to a new state law that legalized fireworks in Maine as of Jan. 1.

According to the draft ordinance language, missile-type rockets, helicopters and aerial spinners, as defined by the state fire marshal, would not be allowed. Sky rockets and bottle rockets also would not be allowed. The use, discharge or ignition of consumer fireworks would be limited to July 4 from 10 a.m. to July 5 at 1 a. m.; Dec. 31 from 10 a. m. to Jan. 1 at 1 a.m.; and Jan. 1 from 10 a.m. to 10 p.m. — but prohibited on any day specified by the town fire warden as presenting a high fire danger. The use, discharge or ignition of consumer fireworks would also be prohibited from all public property, public rights-of-way, and school department property and within 75-feet of any building in town.

The draft ordinance states that the sale of consumer fireworks within Lisbon “shall be permitted providing that all required State of Maine licensing has been obtained by the seller together with a valid sales permit issued by the State Fire Marshall’s Office and/or the town of Lisbon, and that all regulations regarding the sale are complied with.”

In addition to considering the special entertainment permit and liquor license for Railroad Restaurant and Pub, the council will consider action relative to posting several roads in town from Feb. 22 to May 1 of this year.

The council will also consider the town’s contract with Town Manager Steve Eldridge, and animal control contracts with Bowdoin, Durham and Sabattus.

The Lisbon Promotions Committee will give a presentation prior to finance and town manager reports. The council is also scheduled to acknowledge the resignation of Jason Young from the Lisbon Trails Commission.

An executive session is scheduled for the council to discuss the acquisition of real property at 16 Lisbon St.

After the meeting is over, the council will hold a workshop to continue a municipal department analysis, including the finance and tax collector, town clerk, and town manager and code enforcement departments.
