WINDHAM – Three former councilors have applied to fill a seat on the Windham Town Council left vacant following the death of former Vice Chairman Peter Busque in late September.
Peter Anania, Carol Waig and Kaile Warren submitted applications by the council-imposed deadline of Wednesday, Jan. 4. The council will now review the applications and vote to choose the new councilor at its Jan. 24 meeting. The council also has the option of leaving the seat vacant.
Anania, a business owner in South Windham, served most recently of the three, from January of last year to October. In accepting the position last year, to which he was appointed when former Council Bill Tracy resigned, Anania expressed a desire to serve only one year, and he did not seek election last year when the term expired.
Waig, who has spoken during public comment extensively in recent months, was elected to the council several times in the past. If appointed, she would join her boyfriend Dennis Welch on the board. Welch was elected to a three-year term in November.
Warren recently settled an investment fraud lawsuit with the Maine Attorney General’s Office agreeing to pay back investors in his national handyman company Rent-A-Husband a total of $1.9 million in return for the state dropping fraud-related charges, and is suing his legal advisors. He served on the council in 2007 and 2008 and was known as a cost-cutter. In his letter to the council, Warren requested that he be elected chairman.
“When considering my interest to serve on the council, note that if you choose me, I would expect to be voted in as Town Council Chairman,” Warren wrote. “In evaluating the current council, I believe whoever the council appoints as the 7th councilor should be appointed chairman. It just makes sense.”

Anania, who was unanimously chosen to serve as an at-large
councilor last year. Having served out the term, Anania has
submitted an application to fill a vacant spot on the council.
