WESTBROOK – James Harbaugh, one of three Westbrook firefighters recently put on administrative leave by the city for alleged misconduct outside of work, resigned this week, according to the city.

Harbaugh submitted his resignation on Monday, July 12, according to City Administrator Jerre Bryant.

Bryant said Harbaugh cited no reason for his resignation. Harbaugh, reached by phone, declined to comment.

Harbaugh, 39, of Portland, a call company captain who had worked for the city since 1999, was put on leave along with two other firefighters about three weeks ago.

Harbaugh was accused of harassment by a woman who works with his wife.

On June 8, Keily Lynn Geary, a social worker who shares an office in Portland with Harbaugh’s wife, filed a protection from harassment order against Harbaugh in Portland District Court saying he had threatened her over the phone and that she was afraid he would hurt her.

Harbaugh filed a written response to the protection order denying he threatened Geary.

Harbaugh was one of seven firefighters disciplined by the city in December 2008 following an investigation into charges of sexual harassment made by two female firefighters. Harbaugh received a two-week suspension.

Harbaugh also is a per diem firefighter for the town of Scarborough, but was suspended with pay as of July 7 while that town investigates an administrative complaint against him, according to Scarborough Town Manager Tom Hall.

The two other firefighters that the city of Westbrook also recently put on administrative leave are Richard Dorr, 38, of Westbrook, a call company captain arrested June 22 on Vivian Street and charged with domestic violence criminal threatening; and James D. Gammon, 46, of Westbrook, who was arrested on June 25 on Methodist Road and charged with possession of a firearm by a prohibited person. Gammon has a 1983 conviction for robbery and was not allowed to have a gun.
