WESTBROOK – An open space plan that has been in the works for more than a year will be the topic of discussion at a Committee of the Whole meeting Monday.

According to City Planner Molly Just, the plan consists of creating many small parks and open spaces within a short walking distance of the city’s neighborhoods, as well as a few larger parks and open spaces throughout the city. Those designated areas would be linked with on- and off-road trails and paths for bicyclists and pedestrians.

Last year, some Westbrook landowners spoke up against the plan, which showed public open space areas designated for their private property. Just said the Planning Board held two public workshops and a public hearing before voting unanimously in support of the plan.

The Committee of the Whole, which is made up of all seven city councilors, will decide whether to recommend the plan to be considered by the City Council. The council would then decide whether to incorporate it into the city’s comprehensive plan.

Just said, though this plan is specifically for Westbrook, the city has been working with other groups in the area planning regional recreational and land conservation projects, such as Sebago to the Sea, a proposed recreational trail that would link Sebago Lake to Casco Bay.

The Committee of the Whole will meet Monday in Room 114 of Westbrook High School, following the City Council meeting, which starts at 7 p.m.
